LANCASTER COUNTY -- The Lancaster County Sheriff’s Office has charged 19-year-old Kenneth Jerome Hood, Jr. with the murder of Devone Fonta Frazier, 30, after the homicide happened in the middle of the street near a church Sunday afternoon.

Just before 1 p.m., deputies were dispatched to 13th Street, where they found Frazier, lying on his back in the street. It appeared Frazier had been shot, and deputies rendered aid until Lancaster County Emergency Medical Services personnel arrived. Frazier was transported to Springs Memorial Hospital, where he was pronounced dead. An autopsy is scheduled Tuesday.

A crime scene investigator responded to the scene, processed it, and collected evidence.

Several investigators also responded and began talking with people present in the area.

Investigators continued to work into the night and resumed early Monday morning gathering information and following leads.

Hood was developed as a suspect. Information was received early Monday morning that Hood was in Palmetto Place Apartments on Pardue Street, and he was taken into custody at approximately 8:30 on Monday morning, after initially running from officers.

Sheriff Barry Faile, with the Lancaster County Sheriff's Office said:

“This homicide occurred in broad daylight on a Sunday in the street around the corner from a church during services. Hood became our suspect soon after the incident occurred. We received information from many sources yesterday and last night which gave us what we needed to obtain warrants for Hood’s arrest. We received more information early this morning on Hood’s whereabouts which allowed us to quickly take him into custody. This is exactly the kind of cooperation we need from citizens, and I appreciate the help of all those who came forward. I also want to thank our patrol officers and investigators for their hard work and persistence which allowed us to solve this case so quickly."

Hood has been charged with Murder and Possession of a Firearm During the Commission of a Violent Crime. The investigation continues.
