Home revaluation agency: 20% of records have issues

CHARLOTTE, N.C. -- For months, hundreds of thousands of homeowners have been looking for answers, wanting to know why the values of their homes rose so dramatically.

On Thursday the group hired to look into the process admitted there were problems, saying many neighborhoods deserve a closer look.

The agency looked at 30,000 homes and while folks know they found problems, they don't know specifics.

The man in charge of the review says he's never seen anything like this.

“There have been reviews but not to the extent that this one was done,” said Emmett Curl, who is in charge of the review.

There were so many appeals—50,000 in all--after county appraisers came up with questionable new values for Mecklenburg County homes that the county was forced to hire an outside agency to figure out what happened and if homes were actually incorrectly valued

It turns out at least some were.

“Somewhere in the ballpark of 20 percent of the records we reviewed we found some issues,” said appraiser Wit Putney.

The independent appraisers won't say much beyond that.  Some homes were randomly chosen, and some neighborhoods were chosen specifically because there was such a big increase in their re-valuation and found issues.

Bob Deaton lives in Lake Norman and says his home was appraised at 64 percent more than in the last revaluation and he wants a do-over.

“It should not be done in a negligent and careless manner and that’s what happened,” Deaton said.
County staffers are pretty sure state law says even if there is a re-do that would only be effective for 2013.  In other words you would still have to pay taxes on the incorrect amount for 2011 and 2012.

Concrete answers should become available on November 13 when the agency presents its findings to the county commission.
