Gaston County Animal Control assisted the Lowell Police Department with the case on Tuesday.
Officers responded to Wanda Poteat’s home in the 400 block of North Clay Street, where they say the living conditions for some of the dogs were unacceptable.
Most of the animals were found in good condition, having been spayed or neutered, and vaccinated.
Animal Control took 40 of the dogs, some of which did not meet vaccination requirements, officials said.
Rescue groups are helping place the pets with new owners.
Poteat was cited for animal cruelty, failure to vaccinate and failure to obtain licenses. Authorities say she has cooperated with the investigation.
