CHARLOTTE, N.C. --  Charlotte police said they located and arrested a 23-year-old man who cut off his electronic ankle monitor on his birthday earlier this month and failed to appear in court.

Police said Donald Blakney has a lengthy criminal record and has outstanding warrants for larceny after breaking and entering and felony possession of stolen goods along with the charge of cutting off his monitoring device.

Blakney was wearing the electronic monitoring device since posting a $20,000 bond on February 9 and was due to appear in court July 3, his 23rd birthday.

He was found in the 5000 block of Cypress Tree Lane in the Hickory Grove Division on Tuesday, police said.

Blakney was the 19 person to cut off an ankle monitor this year, which accounts for 1.5 percent of the offenders wearing the devices, according to Charlotte-Mecklenburg Police.

At this time in 2010, 15 people had cut off an ankle monitor, while that figure was 14 in 2011.  But CMPD said it is currently monitoring 75 to 100 more offenders per day with electronic ankle devices compared to in 2010.

Police are still searching for Wade Bolton and Deshawn McManus.  McManus cut off his device on June 27 while Bolton has been missing since May 29.
