SENECA, S.C. (AP) -- A Seneca foster mother is accused of abusing several children in her care.
Police Chief John Covington says 58-year-old Mattie Brooks was arrested Thursday and charged with unlawful conduct toward a child and criminal sexual conduct with a minor.
Between January 1999 and December 2009, police say Brooks mutilated a girl, confined her to a doghouse and made her drink unsafe chemicals.
During roughly that same time, authorities also say Brooks burned a boy, deprived him of food and water and confined him to a bedroom. Police also say Brooks sexually abused a child in the early 2000s.
Court records listed no attorney for Brooks, who was jailed Thursday. State police say Brooks pleaded guilty to child neglect in January 1999 and was given three years probation.
