CHESTER, S.C. -- A Chester County woman and her uncle have both been charged in a gut-wrenching case of animal neglect.
Deputies have charged Claudine Bell with ill treatment and abandonment of an animal and Thomas Boyd with cruelty to an animal.
According to the Chester County Sheriff's Office, Bell tied her dog up at her uncle's house for months, with only a rope around her neck. That rope became ingrown, cutting the dog's throat down to the bone.
The animal had surgery Wednesday. She was also emaciated.
Deputies told NBC Charlotte that more charges are pending.
