COLUMBIA, S.C. (AP) -- The Obama administration is renewing its push for Republican-led states such as South Carolina to expand Medicaid eligibility under the federal health care overhaul.

In a teleconference with reporters Tuesday, White House spokesman Josh Earnest said Gov. Nikki Haley and 23 other governors continue to hold the Medicaid expansion hostage. The U.S. Supreme Court's decision made it an option rather than a mandate.

Haley spokesman Doug Mayer says it's unbelievable the White House would redouble its efforts as the law publicly unravels.

Sen. Lindsey Graham added that South Carolina shouldn't buy a ticket on the Titanic.

Earnest acknowledged significant challenges in the law's implementation but said Medicaid enrollment has been a bright spot.

The Kaiser Family Foundation estimates the expansion would benefit more than 190,000 poor adults in South Carolina.
