Regulators have known for years that sleep apnea contributes to fatal truck crashes, but have not offered guidance on how medical examiners should screen truckers in their biannual medical exams, a requirement before truckers receive their commercial drivers licenses.

Critics say it shows the raw political power of the trucking industry over the regulatory process that is overdue for change.
