(Warning: Some may find this video disturbing) NBC News obtained cell phone video that shows the moments before Keith Lamont Scott was shot and killed by Charlotte-Mecklenburg Police.

Mecklenburg County District Attorney announced Wednesday that he believes Brentley Vinson, the Charlotte-Mecklenburg Police officer who shot and killed Keith Scott, acted lawfully.

District Attorney Andrew Murray held a news conference Wednesday morning to announce his decision. 

"I know some are going to be frustrated. I want everyone to know we meticulously reviewed all of the evidence in this case," Murray said.
