PETA billboard discourages chaining dogs

The animal rights group PETA, People for the Ethical Treatment of
Animals, has a new sign up in town that urges dog owners not to chain
their dogs.
PETA’s billboard can be seen on Interstate 77 at Morehead. It shows a
chained dog and tells people to lock their animals inside instead of
tying them up.
PETA says chaining a dog turns it into a “ticking time bomb”.
