Consultants: Rock Hill police should hire 21 new officers

ROCK HILL, S.C. -- The Rock Hill Police Department should hire 21 new officers, according to a recommendation by a consulting firm.
Carroll Buracker & Associates of Virginia spent five months studying the police department, interviewing employees and looking at budgets.
The consultants suggested that two of the 21 new positions should be assistant police chiefs.
It's estimated the hires would cost over $2 million for the first year.
The Rock Hill City Council requested the study because of growth in the city.
