New legal issue: Payment for child porn victims

MINNEAPOLIS (AP) — Federal judges around the country are dealing with new legal questions over child pornography cases.

At least two victims have come forward seeking restitution from people who were caught with videos and pictures of their abuse. The victims say they are harmed every time someone views the images.

Now, judges are trying to figure out whether someone who obtains a picture taken years ago is directly responsible for the harm suffered by the victim. If the answer is yes, judges have the added complication of figuring out what amount is justified.

Courts are divided. At least two courts in Florida ordered restitution of more than $3.2 million, but some others ordered nominal amounts. Several others denied it.
