ROCK HILL, S.C. -- Police say a man they call a serial peeping tom is at it again.
Cell phone video shot by a neighbor shows a man jumping from an attic window--trying to run from Rock Hill police.
“It’s amazing. Something you don’t see every day,” said Maurice Robinson, who shot the video.
Police finally caught up with Travis Cousar after he jumped from that window but that chase isn't even the craziest part of the story.
Police say Cousar--a registered sex offender--is a serial peeping tom who's been caught watching women through their windows more than 20 times.
“He’s doing this quite often in the neighborhood. Something needs to be done to get him help 'cause I feel like he could end up hurting someone,” said Sheila Robinson.
This week a woman told police Cousar was outside her window knocking, staring in, and masturbating.
“He’s really sick and he needs help 'cause a person like that, there’s no telling,” Robinson said.
NewsChannel 36 first reported on Cousar back in 2010 when he was charged with peeping, and police say he's been scaring women in this neighborhood since 2008.
Police have repeatedly arrested him but prosecutors say there’s only been enough evidence to make the charge stick once.
Cousar's family members say police have the wrong guy.
“I don’t think, I know he wasn’t peeping in on her. No he was not peeping in on her,” said Cousar's sister, Shaunita Taylor.
When asked why he was running if he was not guilty, Taylor said, “He says he’s tired of every time he turns around they put him on charges.”
Cousar is in jail on $800,000 bond.
