RALEIGH, N.C. (AP) -- The choice of North Carolina's health and human services secretary to run the state's pre-kindergarten program will not take the position following reports that her organization opposed formal pre-K programs.

The Department of Health and Human Services announced Dianna Lightfoot told Secretary Aldona Wos (vosh) on Thursday morning t she would not become the director of child development and early education. The statement said Lightfoot told Wos she didn't want to be a distraction. She was supposed to start next week.

Lightfoot started the group called the National Physicians Center for Family Resources, which has advocated against "institutional" preschool programs.

Republicans and former Democratic Gov. Beverly Perdue have argued about pre-K funding over the past two years.
