MARSHALL, N.C. (AP) -- Madison County officials have refused to issue a marriage license for two women.

The Asheville Citizen-Times reported Wednesday's rejection is not the first time officials in Marshall have turned down Amanda Hilty and Loraine Allen.

North Carolina law prevents same sex marriages.

Allen says she had hoped that Register of Deeds Susan Rector would issue the license anyway. Allen points out that same sex marriage is legal in 13 states.

The couple plan to get married in Maryland next year. Rector did sign their marriage license application from Maryland.
