NORFOLK, VA. (AP) -- Voters in Norfolk are heading to the polls to choose a new member of the Virginia House of Delegates.

A special election is being held Tuesday to fill the seat of former Del. Kenny Alexander. The Democrat was elected in September to finish the term of the late state Sen. Yvonne Miller.

Former City Councilwoman Duan Hester, a Democrat, is running against independent candidate James St. John.

The winner will represent the 89th District when the General Assembly convenes Jan. 9. The district covers most of central and southern Norfolk.

Polls opened at 6 a.m. and will close at 7 p.m.
