CHARLESTON, S.C. (AP) -- The on-again, off-again project to finish Interstate 526 through Charleston's western suburbs is on again.

The Charleston County Council voted 5-4 Thursday to finish the highway, also known as the Mark Clark Expressway. The vote came at a standing-room only session of the council that many people had to watch on monitors from other rooms.

The project is expected to cost about $560 million and won't be finished anytime soon. Permits likely will take years to obtain, and court challenges are expected.

The plan calls for a parkway-type road across Johns and James Island, not a high-speed limited access interstate.

Earlier, Charleston Mayor Joe Riley said the city was willing to step in and complete the highway.
