CHARLOTTE, N.C. -- A budget battle appears to be brewing at Charlotte City Hall over the proposed streetcar project.

The cost of the first mile and a half of the streetcar track through uptown is expected to cost $37 million. The plan is to spend at least $12 million from the city budget on the project. A federal grant would pay for the rest.

But now some council members are asking if the money could be used to improve Charlotte's roads instead.
