Police said Karina Velasquez was killed in the crash.
Keren Velasquez, the driver, was transported for life-threatening injuries, and paramedics transported two children in the backseat for potentially life-threatening injuries.
It was just down the street, it swerved and hit the curb and started flipping, said D'Kua Nixon, who was at a friend's house.
When it first happened I jumped off the porch and ran over here to see if I could help and we seen the lady on the ground and covered her, said Nixon.
Nixon says it appeared Keren Velasquez lost control of her black Ford Explorer while changing lanes and tried to allow the driver behind her to pass.
Nixon saw the SUV flip three times and saw the passenger get ejected.
I d seen them pull two babies and mother out of the car. I reckon the body is underneath that sheet. It's pretty bad, said a nearby resident.
Alcohol and drug impairment is not suspected. The speed of the crash is under investigation.
Keren Velasquez has been charged with misdemeanor death by vehicle, no operators license, unsafe movement, and a child restraint violation.
The crash is being investigated by the Charlotte-Mecklenburg Police Department's Major Crash Investigations Unit. Any witnesses are asked to call Crime Stoppers at 704-334-1600.
