ROCKHILL, S.C. -- Three women in Rock Hill were charged with child neglect on Friday because police say they let children live in deplorable conditions.

Our partners at The Charlotte Observer said police went to a home where Carla Hanley lived. Police had gotten a complaint that children were hanging outside a second story window.

Hanley wasn't home at the time but four kids ages 15 to 6 were. Police found dog feces, roaches and dirty dishes in the house.

When Hanley came home she asked police to contact her wife, Ashley Hanley, and another woman who lived there, Elaine Bartlett.

All three are being held at the Moss Justice Center this morning.
