RALEIGH, N.C. (AP) -- U.S. Senate candidate Mark Harris is holding a news conference in North Carolina's state capital to discuss the federal government shutdown.

The Charlotte pastor planned Thursday to talk about the partial federal government shutdown and what his campaign called the need for real leadership in the White House and Senate.

The event was originally scheduled to occur in front of the Legislative Building, where primary rival Thom Tillis serves as House speaker. But the campaign moved it Thursday morning to outside the old Capitol building a block away. A Harris campaign spokesman said the Capitol was its first choice.

Tillis and Harris are the highest profile candidates so far in a GOP primary that's seven months away. The winner will take on Democratic incumbent Kay Hagan in November 2014.
