COLUMBIA, S.C. (AP) -- State Sen. Vince Sheheen appears to be running for governor of South Carolina again.

Sheheen sent an email out Wednesday telling supporters he is taking the steps necessary to run for the state's highest office in 2014. The Camden Democrat lost to Gov. Nikki Haley in the 2010 race.

Sheheen's email says South Carolina deserves better leadership, pointing out the state's high unemployment rate, high tuition costs and the hacking of state income tax data.

Sheheen's decision isn't a surprise. He recently toured the state touting a self-published book.

Haley hasn't officially announced if she is running for re-election, but her chief of staff left her office last year to lead a possible campaign.

Haley won the 2010 race with 51 percent of the vote, while Sheheen received 47 percent.
