MONROE, N.C. New revelations are emerging in the shocking child abuse case in Union County involving a boy found handcuffed to a porch with a dead chicken tied to his neck.

Former North Carolina Deputy Commerce Secretary told a Raleigh TV station he tried to get help.

Bob Goodale says he contacted DSS on his daughter's behalf. His daughter is a teacher at Union Academy Charter School. It s the same school the abused boy and the other children living in the house attended.

A former DSS supervisor, Wanda Sue Larson, is facing charges.

This week a grand jury indicted Wanda Sue Larson, a former DSS supervisor, and her partner Dorian Harper.

The indictment alleges horrendous abuse by Harper, who was a nurse at CMC before being fired.

The abuse came to light after a child under their care was found handcuffed to the front porch.

Goodale says teachers didn't know where to turn with concerns since Larson was with DSS.

The problem was the DSS employee in the key job, said Goodale.

We need to learn from this and take all possible steps to insure it never, never happens again, he continued.

WRAL says it obtained an e-mail chain confirming Goodale's contact with the State DSS.

They couldn't, however, find any follow-up between the state and the school.
