CHARLOTTE, N.C. -- Police say a retired pastor confessed to exposing himself and committing a sex act at Freedom Park in Charlotte.
Police also say 66-year-old Edward Webb confessed to doing the same thing in a Harris Teeter parking lot a couple months ago, but was not caught.
Webb was arrested for similar alleged behavior a few years ago, police say.
Still hard to believe even as I speak to you, one of Webb s acquaintances says.
That acquaintance doesn t want to be identified, but says you'd basically have to beat him over the head to get him to believe Webb has been arrested and charged with indecent exposure and committing a sex act in Freedom Park.
He is one of the best people you could ever meet, he says.
We showed him Webb's mug shot and reality sank in.
Hopefully when the facts come out it won't be true. But if it is then we will have to make sure we are cautious and take the necessary steps to keep an eye on our children.
Police say a woman putting her kids in her car after playing in the park Tuesday saw Webb in his car exposing himself.
Investigators say that mom drove off but first she got Webb's license plate and called police.
She later identified him in a lineup.
Police say Webb confessed.
The more they checked, the more they found.
He was arrested a couple years ago for indecent exposure, said CMPD Investigator Stephen Iyevbele.
Police didn't have those details and our check didn't find anything.
Police also say Webb confessed to more instances that he's not charged with.
He said about two or three months ago he did the exact same thing in the parking lot of a Harris Teeter, but wasn't sure of what area or location, Iyevbele said.
Police say Webb told them he needs help.
Parent Shannon Hyde, playing with her three sons in Freedom Park Thursday, agrees.
She also knows these things happen, but didn't expect it here.
Anything could have happened if there had been kids right there that had seen it, Hyde said.
We went to Webb s house. He told us he had nothing to say.
Webb wouldn t tell us where he preached.
The acquaintance said it was the United House of Prayer For All People.
We went there and a church member told us Web was a pastor there but retired about four years ago.
Police say due to Webb s confession about other incidents, there could be other victims.
They are asking anyone who might have encountered Webb to call CMPD s Providence Division.
