She took the title from a six-pound search and rescue dog in Japan.
Lucy, from Absecon works as a therapy dog, through the Leashes of Love program.
She makes her rounds each week, visiting hospitals, nursing homes, and rehabilitation centers.
Lucy has been helping those in need for about one year, according to her owner Montufar.
Montufar was working at Paw Dazzle pet boutique, when a woman walked in with several dogs.
She said they needed a home, and was on her way to the shelter to drop them off.
Montufar immediately adopted her.
