French president promises to rebuild after Notre Dame Cathedral fire: 5 things to know Tuesday, April 16

The body cam video of a deadly Charlotte-Mecklenburg Police shooting was released to the public, Paris' iconic Notre Dame Cathedral was severely damaged in a fire, and President Trump says he will award Masters champ Tiger Woods with the Presidential Medal of Freedom. Plus, Zion Williamson is heading to the NBA.

1. Well wishes and support are still pouring in after a huge fire badly damaged the Notre Dame Cathedral in Paris

French President Emmanuel Macron has promised to rebuild Notre Dame Cathedral and says he is seeking international help to restore the Paris landmark.

Macron said after the French capital's fire chief announced the emergency response had changed into a monitoring and mop-up operation, "The worst has been avoided although the battle is not yet totally won."

Paris fire commander Jean-Claude Gallet said a major accomplishment of hundreds of firefighters was stopping the flames from spreading to the north tower belfry.

Gallet says two-thirds of Notre Dame's roofing "has been ravaged." He says one firefighter was injured.

2. The body cam video from the deadly police shooting of Danquirs Franklin was released to the public Monday 

The body cam video of a deadly officer-involved shooting on March 25 was released by Charlotte-Mecklenburg Police Monday.  

The video is approximately two minutes and 30 seconds long. The first 40 seconds are silent, which is standard when police release body cam video.

In the video, which was worn by CMPD officer Wende Kerl, multiple officers are seen engaging with 27-year-old Danquirs Franklin, who was kneeling beside a maroon Honda. Officers are heard telling Franklin to "drop the weapon" and "put it on the ground" at least 17 times. 

Franklin is then seen with an object in his right hand. As soon as the object becomes visible, multiple shots are fired by Kerl and Franklin falls to the ground. He was rushed to a Charlotte hospital where he died from his injuries.

3. Duke's Zion Williamson is going to the NBA 

Zion Williamson is leaving Duke after one high-flying season to enter the NBA draft. Widely projected as the top overall pick in the June draft, the AP national player of the year announced his decision Monday.

The 6-foot-7, 285-pound Williamson captivated all of college basketball with his freakish, once-in-a-generation athleticism, his energy at both ends of the floor and his omnipresent charisma.

4. President Trump said he's going to award Tiger Woods the Presidential Medal of Freedom 

Woods won his fifth Masters title Sunday, overcoming personal and professional adversity to once more claim the green jacket.

Trump tweeted Monday that he spoke to Woods and congratulated him on "the great victory" and "to inform him that because of his incredible Success & Comeback in Sports (Golf) and, more importantly, LIFE, I will be presenting him with the PRESIDENTIAL MEDAL OF FREEDOM!"

Trump didn't say when a ceremony will be held. The medal is the nation's highest honor for a civilian.

5. Charlotte's now up to 39 homicides this year. There are concerns the city will see a new record 

The murder rate jumped again with two deadly shootings Monday. One of the victims was just 20 years old. 

Police say they’ve made progress in some areas, including where one of the murders happened on Monday. Investigators say the area where Davis was killed, near the intersection of Hidden Valley Road and Sugar Creek, has had a decrease in violent crime this year.

“We’ve got to change that culture, we got to put the guns down and talk through our issues,” Chief Putney previously said.

Just four months into the year, there are fears the city is on track for a record year in homicides. Back in 1993, there were 129 homicides.
