Six arrested after Union County Sheriff's narcotics investigation

On December 4, a narcotics investigation by the Sheriff's Office and Monroe Police Department resulted in the collective seizure of more than 11,200 Xanax pills, over 18 grams of cocaine, five firearms, marijuana and over $12,000.

UNION COUNTY, N.C. — Three separate drug operations led by the Union County Sheriff’s Office this week resulted in the arrests of six suspects.

On December 4, a narcotics investigation by the Sheriff’s Office and Monroe Police Department resulted in the collective seizure of more than 11,200 Xanax pills, over 18 grams of cocaine, five firearms, marijuana and over $12,000.

Three individuals face charges following the December 4 investigation.

Devin Divine Starling, age 31, of Monroe, faces numerous drug related charges. A search warrant was conducted at his home where five firearms were located and seized in addition to over 18 grams of cocaine and over 5600 Xanax pills, $7700 and marijuana.

Victor A. Starling, Jr., 29, was also present at Starling’s residence. Detectives determined that Starling was a fugitive from the State of New York. Starling was not arrested in connection with the drug investigation but remains in the Union County Jail on a Fugitive Warrant, pending extradition to New York.

Later that day, detectives conducted a traffic stop on a vehicle operated by Vance Alexander Starling, 27, of Matthews, NC. A search of his vehicle resulted in the seizure of over 5600 Xanax pills, over $4300 and marijuana.

Starling now faces several drug related charges. UCSO narcotics detectives were familiar with Starling as a result of an October drug seizure and arrest. He was out of jail on bond, but his charges are still pending.

On December 5, a member of the Sheriff’s Alcohol Field Enforcement Unit conducted a traffic stop of a motor vehicle on NC 218 which resulted in the recovery and seizure of nearly one ounce of powder cocaine, crack cocaine, almost a pound of marijuana, Ecstasy tablets, a handgun and over $700.

The driver, 45-year-old Hoa Phuoc Le of Charlotte, now faces several drug charges.

On December 6, a narcotics interdiction operation conducted in Wesley Chapel resulted in a brief vehicle chase. A search of the fleeing truck resulted in the seizure of Buprenorphin pills that detectives believe the offenders were intending to sell.

Both men were arrested and now face charges.

James Robert Kisiah, age 32, of Waxhaw, faces several drug related charges and the vehicle’s driver, 36-7ear-old Franklin Heath Watts of Waxhaw, faces a felony charge of fleeing to elude in a motor vehicle, reckless driving to endanger and one drug related charge.
